Police agencies should not only train how to avoid excessive force, but also train officers how to respond to a fellow officer who is exercising excessive force on a citizen. These agencies can impose a policy that stipulates any officer who observes another officer using excessive force and fails to actively stop the incident, then the observing officer - and any by-standing officer(s) - are all equally responsible for the outcome, and all are subject to criminal charges. Realistic alternative to the ridiculous, nonsensical, radical "idea" of defunding our necessary police forces.
